花蓮為外籍遊客來台必經之處， 花蓮站身為觀光客進出花蓮的重要門戶，為方便外籍遊客，營造一個友善的英語生活環境 ，各項旅運設施、引導標示、購票、行包托運、服務台、播音均提供雙語服務並設置專屬的旅客服務中心，提供外籍旅客交通、住宿、旅遊諮詢服務；網站建置除提供英語訂票、交通、美食、住宿、旅遊資訊外，並建置英語學習平台供民眾及員工上網學習；此外，為活化車站彰顯地方特色，於站前廣場、候車室、月台等處布置國際知名石雕藝術家作品、原住民生活意象圖騰、東線鐵道今昔風華歷史照片及昔日窄軌蒸汽機車、車輛展示，於地下道設置太魯閣國家公園、東部海岸及花東縱谷國家風景區等景觀燈箱，並附中英文雙語 解說， 花蓮站不僅僅是一個車站，車站本身就是一個景點，亦是一個 兼具 人文、歷史、石雕、藝術的小型博物館。
The Hualien Railway station serves as an important entrance for most tourists entering the city. In order to create a friendly environment for English-speaking tourists,bilingual facilities are services are found throughout the station including a help desk, ticket and luggage information counter. Hualien Railway station signs,maps ,and station information announcements are also bilingual. The special tourist service center can help make transportation and lodging arrangements as well as provide information on tourist attractions. In addition, an English website provides passengers with the conveniences of booking tickets, arranging transportation, and further accessing information on local hotels,restaurants,and scenic points.The website also has a basic English learning program in order to facilitate teaching English to the general public.The Hualien Railway station itself is an attraction with its displays of the local culture throughout the building.Decorating the front station square,the waiting room,and the platforms are stone artworks created by internationally-renowned artists. Aboriginal totem poles,historic photos of the Eastern Railway,antique steam-powered locomotives,and historic vehicles are also on display.
Furthermore,the station underpass has a light display of the natural landscapes of Hualien with descriptions in English and Chinese.
