Brief Introduction
|
The rift valley lays on the east coast of Taiwan. The rugged massive continuous mountain chains and significant elevational gradients increased the difficulty to build the railways. The Hualien-Taitung Line (from Hualien in the north to Taitung in the south) had begun to operate partially with the gauge of 0.762 meter and the total length of 175.9 kilometers until 1926. Since it did not connect to the railway network in the west coast, there was an administration organization in controlling its operation systemically. After the North link Line project and the widening of the East Line project were completed in February, 1980 and June, 1982 respectively, the Railway Hualien Administration Office was deactivated. The Transportation Section, the Electrical Engineering Section, the Machine Engineering Section, and the Civil Engineering Section were established and subordinated to the departments of Taiwan Railway Administration. After the Southern Link Line started to operate officially in 1992, the round-the-island railway network had completed; therefore, the traffic of the east coast had become convenient efficient.

The Eastern Railway is the evidence that the railway is the foundation of the construction. Especially after the North link Line and the Southern Link Line started to operate respectively, the Eastern Railway has played a unique role in economy development and travel industry. Since the construction of Eastern Railway is capital intensive and labor intensive, and The Law of Labor Standard is in practice, the personnel expanses increase year by year. Combining other factors, such as business diversity at operation management, legal limitations, and legal obligations, an enormous deficit has been created. However, since the government policies follow a principle that public benefits are the top priority, Taiwan Railway Administration accelerates the renewal of the facilities and reconstructs the administration organization in order to confront this task. The all personnel of Taiwan Railway Administration also have common consensus to improve the quality of services, to maintain the business operation, and to strive together in order to conquer difficulty.
